Oklahoma urgent care billing services cover every step between a walk-in visit and a paid claim, built around rules that only Oklahoma uses: SoonerCare fee for service, three SoonerSelect health plans, Novitas as the Medicare contractor, Blue Cross and Blue Shield of Oklahoma (BCBSOK) on the commercial side, and a state workers’ comp fee schedule. Medicotech runs that full cycle against a six-month Medicaid filing clock and a 45-day commercial prompt pay law. If you manage an urgent care in Oklahoma City, Tulsa, Norman, or Lawton, or in a county seat two hours from either, we wrote this for you. You own the denial report on Monday morning. Below you’ll find the payers, deadlines, and 2026 changes that hit Oklahoma claims, plus the fixes we use. Why is urgent care billing in Oklahoma different from other states?
Oklahoma splits its Medicaid members between a state run fee for service program and three managed care plans, and it lets American Indian and Alaska Native members choose whether to join managed care at all. One wrong route sends a perfectly coded claim to the wrong payer. Add one dominant commercial carrier and a separate workers’ comp fee schedule, and you get a payer map that looks nothing like Texas or Florida.
- SoonerSelect health plans went live April 1, 2024. By May 2026, nearly 600,000 Oklahomans carried a SoonerSelect plan, according to the Oklahoma Health Care Authority.
- Aetna Better Health of Oklahoma, Humana Healthy Horizons in Oklahoma, and Oklahoma Complete Health each run their own provider network, claim edits, and portal.
- American Indian and Alaska Native members can opt in to SoonerSelect or stay on traditional SoonerCare, and they can leave a plan at any time. In counties with large tribal populations, the same patient can bill to SoonerCare in March and to Humana in July.
- Oklahoma Complete Health also runs the Children’s Specialty Program for children in foster care, former foster youth, and children involved with juvenile justice.
- Insure Oklahoma operates separately, and its members can’t hold a SoonerSelect plan at the same time.
Here’s our take. Most Oklahoma operators lose sleep over whether a payer pays the S9083 global fee. The bigger leak sits one step earlier, at the moment somebody picks which Medicaid door a claim walks through.
Which payers do Oklahoma urgent care centers bill, and how does each one pay?
A typical Oklahoma urgent care bills eight payer types in a single week. Each one has its own claim route and its own trap, so we map them before we touch a single charge.
Fee for service or SoonerSelect? Route the claim before the patient leaves
Picture a Tuesday evening at an urgent care in Norman. A mother brings in her 7 year old with an ear infection and hands over the SoonerCare card she’s carried for two years. The front desk keys in the old ID, the provider codes the visit correctly, and the claim goes to OHCA. Three weeks later it comes back because the child now belongs to a SoonerSelect plan. Somebody has to find the right plan, confirm your providers sit in its network, and refile. (This is an illustrative scenario, not a patient record.)
The fix costs about 30 seconds. Check the plan of record on the OHCA provider portal at every visit, including returning patients. OHCA points providers to the secure portal for eligibility, claims, and prior authorization, and in October 2026 it asked providers to stop pointing automated or AI calling systems at its helplines. So the portal check has to happen at the counter, by a person or by your clearinghouse.

What Oklahoma billing deadlines does your urgent care need to track?
Six months matters most. SoonerCare and all three SoonerSelect plans count a claim as timely only when they receive it within six months of the date of service, under the OHCA timely filing rule. Medicare crossover claims must reach OHCA within 90 days of the Medicare decision.
Use the 45 day rule. The Oklahoma Insurance Department accepts prompt pay complaints once a clean claim sits unpaid for 45 days. Few urgent care centers ever file one. We think every center should file at least once, so each payer learns you watch the clock.
What changed for Oklahoma urgent care billing in 2026?
Nine state, federal, and workers’ comp changes landed this year. One carries a hard date: SoonerSelect plans must finish credentialing every network provider by December 31, 2026.
1. SoonerSelect credentialing deadline moves to December 31, 2026
OHCA gave the SoonerSelect plans a six month extension on their transitional credentialing runway because of the fee for service contracting backlog. Starting January 1, 2027, each plan must remove any provider who hasn’t met its credentialing requirements. Lose one provider from a plan, and every SoonerSelect patient that provider sees turns into an out of network claim.
2. A claims resubmission exception for contracting delays
On October 9, 2026, OHCA released a workflow for fee for service and SoonerSelect claims that denied because provider contracts weren’t in place on time. Pull those denials now and match them to the scenarios in OHCA’s provider letter.
3. The monthly physician visit cap came off, with a catch
OHCA removed the old limit of four physician office or home visits per month, effective February 1, 2026, pending federal approval. Its provider letter keeps other service specific limits in place, including clinic, urgent care, or facility based visit limits. Don’t treat every visit cap as gone.
4. G2212 prolonged visits now pay
Since May 1, 2026, SoonerCare reimburses G2212 as an add on to 99205 or 99215 when total time runs at least 15 minutes past the maximum. Your notes need time in, time out, and who did what.
5. NPs and PAs can enroll without a supervising physician
Nurse practitioners and physician assistants who’ve completed 6,240 hours can now enroll with SoonerCare while practicing independently. Plenty of Oklahoma urgent cares run on NP staffing, so update each enrollment file to match how your providers actually practice.
6. Eligibility churn picks up
Federal changes under H.R. 1 ended full SoonerCare eligibility for some noncitizen members starting October 1, 2026. Work requirements for expansion adults ages 19 to 64 begin January 1, 2027, at 80 hours a month. Expect more terminated coverage at check in through 2027.
7. OHCA is recycling claims after a July 1 fee schedule error
OHCA found an error in its July 1, 2026 fee schedule update and started adjusting affected claims on remittance advice beginning September 30, 2026. Reconcile those adjustments line by line instead of trusting the net deposit.
8. New workers’ comp rates took effect July 1, 2026
The Legislature approved the 2026 Oklahoma workers’ comp medical fee schedule, and it governs dates of service from July 1, 2026. Load the new maximum allowable rates into your expected reimbursement tables, or you won’t spot underpayments.
9. Novitas keeps Jurisdiction H
CMS awarded Novitas the Jurisdiction H contract again in June 2026, and the new contract starts December 1, 2026. Oklahoma Medicare claims keep the same contractor, so watch for EDI notices rather than a full reenrollment.
CTA A provider who misses the December 31 SoonerSelect credentialing deadline can’t bill those plans in January, and your center sees managed care patients every shift. Our team can help you get every provider credentialed with Aetna Better Health, Humana Healthy Horizons, and Oklahoma Complete Health, then file whatever’s missing. Talk with us about your roster before the cutoff.

How should an Oklahoma urgent care code and route each visit?
Route first, then code. SoonerSelect urgent care billing fails most often at this step. Your payer contract decides whether a visit goes out as an S9083 global fee or as itemized E/M plus procedures, and Medicare never pays S codes.
For Original Medicare through Novitas, bill the E/M level (99202 to 99215) with place of service 20, plus every separately payable procedure, test, and drug. For SoonerCare and SoonerSelect, check the OHCA fee schedule and the plan’s own policy before you send anything. Commercial plans follow your contract, and our S9083 versus S9088 breakdown shows how the two codes behave.
Take one common visit: a forearm laceration repair (12002), a wrist X ray (73110), and an established patient visit at 99214 with modifier 25. Before that claim leaves, we run five checks.
Where do Oklahoma urgent care claims break, and how do we fix them?
Four failures cause most of the Oklahoma denials we see: the wrong Medicaid route, coverage that changed since the last visit, providers missing from a plan’s network, and occupational medicine work nobody ever invoices.
Why do they keep happening? Walk in volume. Your front desk has two minutes per patient on a flu season Saturday, and payer changes don’t announce themselves at the counter.
Run the numbers for a hypothetical center. It sees 1,200 visits a month and collects an average of 130 dollars per visit. If 9 percent of claims deny and the team reworks only half of them, the center leaves about 7,020 dollars on the table every month, or roughly 84,000 dollars a year.
- We check coverage before the provider walks in, including the SoonerSelect plan of record for every Medicaid patient.
- Our CPC certified billers and CCS certified coders review each chart for E/M level, modifier 25, and CLIA support before release.
- A dedicated specialist works every rejection through our denial management workflow, with SoonerSelect appeals filed inside the six month window.
- Workers’ comp and employer accounts run on a separate track with their own aging report.
The result shows up in the first clean pass. Medicotech holds a 96 percent clean claim rate across more than 100,000 claims processed.
How do Medicotech’s Oklahoma urgent care medical billing services work?
We run six steps, starting before your first patient walks in and ending when the last balance clears.
- Payer map. We pull your OHCA contract, each SoonerSelect agreement, your BCBSOK and commercial fee schedules, and your workers’ comp carriers, then build a routing table for every payer.
- Eligibility at check in. Your staff sees the current plan, copay, and network status before the patient sits down.
- Coding review. Certified coders match every code to the note, not the other way around.
- Clock tracking. Every claim carries its deadline: six months for Medicaid, 90 days for crossovers, 45 days for commercial payment.
- Denials and appeals. We correct, refile, or appeal each denial, and we file prompt pay complaints with the Oklahoma Insurance Department when a carrier runs late.
- Weekly reporting. You see clean claim rate, denial rate, days in A/R, and revenue per visit by site and payer. Multi site groups can fold this into our urgent care revenue cycle program.
Pricing stays simple. We charge a percentage of collections, typically 4 to 8 percent depending on volume and payer mix, with no setup fees and no long term contract.
What should you ask an Oklahoma urgent care billing services provider before you sign?
Ask about Oklahoma specifically. A billing company that handles urgent care well in Florida can still miss SoonerSelect routing in its first month.
- How do you confirm whether a Medicaid patient belongs to SoonerCare or a SoonerSelect plan on the day of the visit?
- Who tracks our providers’ credentialing status with Aetna, Humana, and Oklahoma Complete Health?
- How do you monitor the six month Medicaid filing limit and the 90 day crossover window?
- Do you file prompt pay complaints when a commercial carrier misses 45 days?
- Have you loaded the July 1, 2026 workers’ comp maximum allowable rates?
- How do you handle AI/AN patients who move between SoonerCare and SoonerSelect?
- What will our weekly report show, and who explains it to us?
Billing for urgent care services in Oklahoma rewards a partner who knows these answers before you ask.
Frequently asked questions about Oklahoma urgent care billing
Does SoonerSelect cover urgent care visits?
Yes. All three SoonerSelect health plans cover the same medically necessary services as SoonerCare, including urgent care visits. Each plan runs its own provider network, though, so your center and each rendering provider must be credentialed with the patient’s plan. Check the plan of record on the OHCA provider portal at every visit, because members can switch plans during open enrollment.
What is the SoonerCare timely filing limit?
OHCA must receive a SoonerCare claim within six months of the date of service. The three SoonerSelect plans follow the same six month rule. For dual eligible patients, the SoonerCare crossover claim must reach OHCA within 90 days after Medicare processes the primary claim. A denied claim filed on time counts as proof of timely filing.
Who processes Medicare claims for Oklahoma urgent care centers?
Novitas Solutions processes Original Medicare Part A and Part B claims for Oklahoma as the Jurisdiction H contractor. CMS renewed the contract in June 2026, and the new term starts December 1, 2026. Medicare doesn’t pay S9083 or S9088, so urgent care centers bill E/M codes with place of service 20 plus separate procedures.
How fast must Oklahoma commercial insurers pay a clean claim?
Oklahoma’s prompt pay law, 36 O.S. § 1219, gives insurers 45 calendar days to pay a clean claim. If a claim has a defect, the insurer must tell you in writing within 30 days. Overdue payments earn 10 percent simple annual interest, and you can file a complaint with the Oklahoma Insurance Department after 45 days.
Can an Oklahoma urgent care bill S9083 to SoonerCare?
Check before you send it. OHCA’s fee schedule and each SoonerSelect plan’s policy decide which codes they accept, and those lists change. Commercial plans follow your contract. Medicare never pays S codes. We build a routing table from your actual contracts so each claim goes out as a global fee or itemized E/M, whichever that payer pays.
Do nurse practitioners need a supervising physician to enroll with SoonerCare?
Not always. Since September 2026, nurse practitioners and physician assistants who’ve completed 6,240 hours can enroll with SoonerCare while practicing independently and can leave the supervising physician field blank. Providers who still practice under a collaborative agreement should keep listing their physician. Update each file at renewal so claims match enrollment.
How do Oklahoma urgent care centers bill workers’ comp?
You bill the employer’s workers’ comp carrier, not the patient’s health plan, and the carrier pays up to the Oklahoma Workers’ Compensation Commission maximum allowable rates. The 2026 fee schedule covers dates of service from July 1, 2026. Ask about work related injuries at check in, because a BCBSOK claim for a job injury usually comes back denied.
What happens if a provider isn’t credentialed with a SoonerSelect plan by December 31, 2026?
Starting January 1, 2027, each SoonerSelect plan must remove providers who haven’t met its credentialing requirements. Claims for that plan’s members then hit out of network rules or deny outright. Confirm status with Aetna Better Health of Oklahoma, Humana Healthy Horizons in Oklahoma, and Oklahoma Complete Health now, while you still have time to fix gaps.
How much does it cost to outsource urgent care billing in Oklahoma?
Medicotech charges a percentage of collections, typically 4 to 8 percent depending on visit volume, payer mix, and services. We don’t charge setup fees or lock you into a long term contract. You start with a free billing audit of your last 90 days of claims, so you see your Oklahoma denial patterns before you decide.
